Yogyakarta (27/10/2022) jogjapro.go.id - Governor of DIY Sri Sultan Hamengku Buwono X awarded the 2022 Cultural Award to 25 actors of cultural arts and managers of cultural heritage buildings. The presentation of the award certificate was carried out on Thursday (27/10) evening at the Kepatihan Ward, Kepatihan Complex, Yogyakarta.
The basis for giving the award is in accordance with the Guidelines for the Procedure for Giving Awards in the Maintenance and Development of Culture of the Special Region of Yogyakarta as stipulated in Governor's Decree Number 127 of 2018. Meanwhile, the twenty-five award recipients have been determined based on the Decree of the Governor of DIY No. 301/KEP/2022 and are divided into five categories namely conservationists/ performers of the arts, preservers/ performers of traditional customs, preservers/ performers of cultural heritage and cultural heritage, creators/ creators of cultural works, and cultural observers/ cultural analysts.
In his remarks, Sri Sultan said that bearing in mind that culture encompasses human life, it is only natural that the spectrum of recipients of awards is always widened and varied. As an effort to protect and preserve culture, the reference used is the UNESCO Convention.
“In that case, apart from Indonesia being obliged to protect it, the convention must also be engineered so that it benefits the 'life-life' of the community. First by protecting the diversity of local cultural expressions from foreign domination. Second, revitalizing endangered cultures. Third, protect the intellectual property of the diversity of local cultural expressions. Fourth, increase the use-value of the cultural industry. Fifth, special treatment for artists, humanists, and cultural goods and services," said Sri Sultan who was present accompanied by the DIY Regional Secretary and representatives of Forkominda DIY.
Ngarsa Dalem added, the momentum of the 2022 Cultural Award is a tribute to independent figures who care how important it is to preserve cultural heritage. It is appropriate for the DIY Regional Government to appreciate Preservers and Cultural Activists. Because they work and serve only because of professional responsibility and calling.
"They are figures who carry out cultural exercises, work hard and are tenacious in silence on their own merits. Lived only by a sense of love for culture and instinctual drives, a concrete form of community-based preservation," said Ngarsa Dalem.
Today, we can know human culture thousands of years ago because of cultural inheritance. The inheritance process intersects with globalization which results in cultural fertilization and glocalization. When in 1927 Rabindranath Tagore went to Yogya he said, "I see India everywhere, but I don't know it".
In the process of this fertilization, Tagore was fascinated by the high adaptability of the Javanese people to Indian sources. Until now there has been no unearthed archaeological evidence for the slow evolution of Indian art in Java.
Meanwhile, glocalization does not just translate everything that comes in, but adapts and develops it according to local culture. For example, Mpu Tantular changed the Sutasoma Book from India into a Javanese version of the extraordinary story. "A nation that can survive is one that is not carried away by globalization but is capable of fertilization and glocalization," explained Ngarsa Dalem.
Sri Sultan continued, Indonesia needs to learn from countries, such as China, Japan, and Korea which are able to become respectable nations, precisely because they take advantage of the positive elements of their culture. Therefore, it becomes an obligation to foster a new culture, namely 'Culture of Excellence', a Culture of Excellence in all lines of national life through the bases of cultural creative engineering.
"With reflections like that, we should always try to improve the quality of culture. One way is by giving it a new spirit, an injection of new spirit, in order to revive Yogyakarta as a city of culture with its mission and cultural attributes," he added.
Meanwhile, the Head of the DIY Culture Office, Dian Lakhmi Pratiwi, said that the selection of 25 award recipients had gone through a series of processes. "This year we appointed 15 people who are competent in their fields to carry out the assessment. Both according to the recipient subject category for art cultural objects, customs and traditions, cultural heritage buildings and in plenary conduct an assessment of cultural recipient subject categories and creators," he said.
The assessment process that is carried out begins with the stage of submitting the documents of the prospective subject recipients by the proposer/promoter, checking the administrative files of the prospective subject recipients of the assessment of the proposed recipient subject candidates for verification of the prospective recipients of the Cultural Award. The final stage is proposing recommendations on the Results of Determining the 2022 Cultural Award Recipients by the Assessment Team for further approval by the Governor of DIY.
Dian said, the activities of giving awards and appreciation to cultural actors in fact did not necessarily stop at the ceremonial.
"The DIY Culture Office will continue to carry out monitoring and follow-up activities for the Cultural Award in the form of workshops, gatherings and other cultural actions," he said. This is in accordance with Perdais Number 3 of 2017 Article 31 paragraph 2-4 which provides a mandate for follow-up action after receiving the award.
"Hopefully the cultural works carried out will continue to live and be useful in building DIY's cultural civilization," he concluded.

All award recipients received certificates of appreciation, plaques, gold pins, and coaching money of IDR 25 million per person/institution. The award ceremony was closed with a dance performance entitled Sang Bimasena with choreographer Anter Asmorotedjo. The storyline originates from the Serat Dewaruci which tells the story of Bratasena in search of the Holy Tirta Perwita Sari.
